The object missing is Services/Builder/Manage Groups view. Make sure you have the Operator role assigned to your login, since that seems to be the only role on that object.

Agree that it seems odd, but also seems odd that the particular view has an explicit role assigned, instead of inheriting from it's parent as most other views do. It would be good to enter an 'Idea'...
